Amnesty International Portugal, as the report published by the Committee for the Prevention of Torture and Inhuman Treatment of the Council of Europe (CPT), put the question if the competent and supervisory authorities are able to make the General Inspection of Internal Administration (IGAI) an independent position. Considering his strong investigative powers, is essential to keep a transparent and in normal time.
In this report the AMI asks Portugal to observe the standards of the United Nations and the Council of Europe on Human Rights protection and also that observe and implemented in all institutions with the legal capacity to accommodate people deprived of their liberty.
We can say that, in general, the evaluation is quite positive. However, the AMI is very clear to point several cases of violation of Human Rights.
